To format a string with the given length.

<B>Input:</B>
    (String)  str_to_format  -    String to format
    (Integer) str_length     -    Format length
    (String)  compl_char     -    If string length is less than the format length,
                                then fill up the string with this char

<B>Input Arguments:</B>
str_to_format
str_length
compl_char

<B>Returns:</B>
A formated string.
Note:
    for example:  mqc_format_str( "abc", 6, "X" )
                  returns "abcXXX"
                  mqc_format_str( "abcdef", 6, "X" )
                  returns "abcdef"
    The function is replaced by mqc_formatString.
