<B>Description:</B>
Gets the constraint status of all the sketch of the work part.

<B>Input:</B>
    None

<B>Input Arguments:</B>

<B>Returns:</B>
A list of lists which consists of two elements, one is a UG tag of sketch, and the other is the
string represents the sketch status.
The string of sketch status is one of the following:
    "SKET_unknown_status"
    "SKET_not_evaluated"
    "SKET_under_constrained"
    "SKET_well_constrained"
    "SKET_over_constrained"
    "SKET_inconsistently_constrained"
Format:
    { (list){(integer)sketch_tag1, (string)sketch_status1},
      (list){(integer)sketch_tag2, (string)sketch_status2},
      ...(list){(integer)sketch_tagn, (string)sketch_statusn} }
For example:
    { {233,"SKET_not_evaluated"},{278,"SKET_well_constrained"}}
