<B>Description:</B>
Gets the constraint status of all the sketches of the work part.
Extract sketch or linked sketch will be ignored since they have no constrains.

<B>Input Arguments:</B>

<B>Returns:</B>
A list of lists which consists of two elements, one is a UG tag of sketch,
and the other is the name represents the sketch status.
The name of sketch status is one of the following:
    CONSTRAIN_unknown_status
    CONSTRAIN_not_evaluated
    CONSTRAIN_under_constrained
    CONSTRAIN_fully_constrained
    CONSTRAIN_over_constrained
    CONSTRAIN_inconsistently_constrained
Format:
    { (list){(integer)sketch_tag1, (name)sketch_status1},
      (list){(integer)sketch_tag2, (name)sketch_status2},
      ...(list){(integer)sketch_tagn, (name)sketch_statusn} }

    { {233,CONSTRAIN_not_evaluated},{278, CONSTRAIN_well_constrained}}
Note:
    The function replaces mqc_askSketchConstrainStatus
