When this toggle is turned on the remaining light which has not been transmitted from surfaces in the environment is uniformly added to the scene like a normal ambient light.

In radiosity the ambient light is ignored since global lighting will be calculated by the radiosity process. In some cases where the process of regeneration is interupted early, some lighting is not accounted for in the process and, the image may appear darker. Distribute Excess Light uses unaccounted light arrays and distributes them as ambient light to brighten the entire scene. In normal rendering an ambient light is used to increase the overal brightness by some amount, this is a form of global lighting.

The normal default is set to OFF, since Distribute Excess Light tends to upset the accuracy of a radiosity solution processing time. Use only if you intend to stop the process early or it's interupted, resulting in the scene being too dark. Setting the default to ON, may brighten the scene and result in a better image, (without more processing time needed for an accurate radiosity solution).
