From the High Quality Image Dialog in the Method list box, select the "Ray Traced" option. This toggles the raytraced shadow capability ON for the light source, a requirement for transparent shadows. Select Shade to open the Setup dialog.

From the Setup Dialog, toggle ON the Generate Shadows. Then open Advanced Setup and toggle ON the Allow Transparent Shadows. Shadows can be raytraced without going through the extra step of handling transparency, which slows down image generation.
